SeaPort-e is the Navy’s electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders. All task orders are competitively solicited, awarded and managed using through SeaPort-e. Nearly 85% of SeaPort-e contract–holders is a small business that includes AnaVation, LLC. , the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth. NSWC Dahlgren is the Seaport-e Contracting Office; however, each activity office will release their own RFPs.

ISPA Technology (ISPA)
ISPA Technology (ISPA) is a small business with a rich 12 year history of supporting Navy, Air Force and a major combatant command’s programs as a prime and subcontractor. ISPA’s core capabilities include information assurance, configuration management, command and control (C2), software development and integration, systems engineering, and Intelligence Surveillance and Reconnaissance (ISR) support. ISPA is actively supporting the Naval Surface Warfare Center – Panama City Division (NSWC PCD) in a technical capacity on various Mine Warfare and command, control, communications, computer and intelligence systems (C4ISR) programs. ISPA has worked alongside SPAWAR Systems Center Pacific (SSC PAC) for many years and is actively providing software development, information assurance and C4I support. Additionally, ISPA is the lead software integrator for DJC2, and provides Program Management and planning support for Air Force Distributed Common Ground System (AF DCGS). ISPA also provides intelligence analysts to a major combatant command and provides ISR/IT support and guidance to the Air Force through our relationship with Air Force Special Operations Command (AFSOC).
High Side Technology, LLC
High Side Technology, LLC is a small business with offices in Maryland and South Carolina, whose partners have extensive experience delivering outstanding quality engineering, technical, and programmatic support services to Department of Defense (DoD) customers. High Side Technology specializes in providing systems engineering architecture, analysis, technology development, and acquisition strategy support for a range of Command & Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) and Cyber capability areas. High Side Technology offers engineering expertise in capability areas such as Command & Control (C2), collaboration and decision support systems; tactical cloud technologies; communication systems and networks; Intelligence, Surveillance, and Reconnaissance (ISR) systems (development and deployment); Cyber security; and classified programs support for Navy, DoD and the IC. Additionally, High Side Technology provides architecture, design, configuration, integration, and optimization of net-centric, cloud computing, and tactical network solutions. High Side Technology was created to offer a unique blend of senior DoD mission area knowledge and expertise with cost-effective engineering and innovative technology leadership to deliver high-value service solutions to government sector customers. Decision Engineering Corporation is a small business specializing in Systems engineering and Test of military systems. Decision Engineering Corporation has deep experience in Mission Command and Intelligence systems; include the systems design and use in the operations environment.
